The provincial regulator for electric power services in Sindh.
Generate power and consume it yourself. Supply it to a company in your own group. Sell it to a factory at a price the two of you agree. Each of these has a route, and this is where it begins.
The three routes
You generate and consume it yourself. No licence.
You supply a company in your own group. Still no licence.
You supply someone outside your group, or the provincial grid.
Four ways electricity moves, and what each one needs
Follow the current. Each configuration is a route through the framework, and the instrument it requires is named beneath it. The visual moves on its own; select a tab to hold it.
Generation for your own works
You generate and you consume it yourself, at your own premises. Section 13 requires you to register the plant, not to hold a licence. Regulation 37 requires the generation and your own consumption to be metered separately, so the two figures can be reported each year.
Supplying an affiliate, such as a subsidiary or holding company
Bulk supply to an affiliate at one delivery point, or supply to the separate occupiers at that affiliate’s premises. Where occupiers are supplied, each one is individually metered. This remains captive use: no licence is required, but concurrence must be obtained before supply begins.
Bilateral transaction with another business
A generator supplies an unrelated business over a dedicated supply line to a single delivery point. The price, term and security are agreed bilaterally between the parties. The contract is filed with the Authority; the commercial terms are not approved or reset by the Authority.
One unified licence for generation, distribution and supply
Where no network reaches, a single instrument authorises the whole undertaking. Every household is separately metered and billed. Because these consumers have no alternative supplier the tariff is determined by the Authority after a public hearing, and you must connect anyone within the territory.
Five licences, one registration, one concurrence
The Authority grants and administers every instrument required for electric power services within the Province, determines tariffs where they fall to be determined, specifies the technical and safety codes, decides consumer complaints, and maintains the public registers of the sector.
Captive registration
Generate for consumption at your own premises. Registration under section 13, no licence required.
How to register →Concurrence
Supply a subsidiary or holding company, or consumers at their premises.
How concurrence works →Generation licence
Construct, own and operate a generation facility under section 16 of the Act.
Requirements →Supply licence
Supply electric power to consumers within a geographic, spatial or virtual service territory.
Requirements →Distribution licence
Build and operate a distribution system, with open access obligations to other users.
Requirements →Microgrid & special purpose
A unified licence for an unserved area, or a special purpose licence for transmission, storage or a pilot.
Requirements →Agree your own price. File the contract. That is the transaction.
Within the Authority's domain a generator and a bulk power consumer contract directly. The price, the term, the indexation and the security are theirs to agree.
The Authority does not fix the price, does not approve it and does not publish it. The contract is filed within thirty days and takes effect according to its own terms. There is no tariff petition and no hearing on the rate.
How the market worksWhat a lender asks
Lender question and SEPRA position
---
Can the regulator reset our tariff? No. A bilateral rate is filed, not determined.
Will our pricing become public? No. Only parties, date, term and capacity appear on the register.
Can we take security over the project? Yes. Lender security requires intimation only, not approval.
Can the contract be reopened? Only on three narrow grounds, after hearing, prospectively.
